EXTENDING 2009 NAP APPLICATION CLOSING DATES
SPRINGFIELD, IL September 12, 2008 - Illinois Farm Service Agency (FSA)
State Director, William Graff announced that the 2008 Food, Conservation, and
Energy Act that was enacted on June 18, 2008 created several new disaster programs
under Supplemental Agricultural Disaster Assistance.
Producers must purchase at least CAT level of insurance for all insurable crops and/or
NAP coverage for noninsurable crops to be eligible for these programs.
There are some concerns over the late announcement of the 2008 Act about the 2009
management purchase requirement for these Supplemental Disaster Programs.
Also, because of this requirement there will be a significant increase in NAP activity
for 2009 in the County Offices.
This extension only applies to NAP coverage available through your local FSA Office.
Check with your crop insurance agent for sales closing dates for crop insurance policies
including CAT policies.
As a result, an extension of those 2009 NAP application closing dates that fall before
December 1, 2008, is authorized to allow eligible producers 2009 NAP coverage to be
eligible for the new disaster programs.
Any 2009 NAP application closing dates established by STC before December 1, 2008,
are now extended to December 1, 2008. Following are examples for extended
deadlines.
EXAMPLE 1 : A 2009 NAP application closing date established as September 1, 2008,
will be extended to December 1, 2008, since the established application
closing date of September 1, 2008, is before December 1, 2008.
EXAMPLE 2 : A 2009 NAP application closing date established as December 30, 2008
will remain unchanged, since the established application closing date of
December 30, 2008, is not before December 1, 2008.
EXAMPLE 3 : A 2009 NAP application closing date established as December 1, 2008,
will remain unchanged, since the application closing date falls on the
authorized extended application closing date.

2008 CROP YEAR IN-HANDLING CHARGES FOR COMMODITIES PLEDGED
AS COLLATERAL FOR MARKETING ASSISTANCE LOANS (MAL’s)
SPRINGFIELD, IL October 28, 2008 - llinois Farm Service Agency State Director,
William Graff announced today that in the past, CCC paid warehouse operators or
reimbursed producers for in-handling charges on forfeited commodities pledged as
collateral for warehouse-stored MAL’s or delivered to CCC for settlement of a farm
stored MAL.
Starting with 2008 crop wheat, feed grains, soybeans, rice, pulses, minor oilseeds,
honey, wool, and mohair, CCC will no longer pay warehouse operators or reimburse
producers for in-handling charges applicable to either warehouse-stored commodities
pledged as collateral for MAL’s, or farm-stored commodities forfeited to CCC. These
changes were published in the federal regulations on May 8, 2008.
Beginning with the 2008 crop year, producers must provide acceptable documentation
specifying that all in-handling charges have been paid or provided for before a
warehouse-stored MAL will be disbursed for the commodity, or before recording
settlement of a forfeited farm-stored loan. Acceptable documentation includes either of
the following :
• in-handling charges are recorded directly on the warehouse receipt
• certification signed by the warehouse operator with the following language.
“Arrangements for the payment of all in-handling charges have been made by
the depositor of the commodity covered by receipt numbers _______ (insert receipt
number(s). No lien will be asserted by the warehouse operator against the
Commodity Credit Corporation or any subsequent holder of the warehouse
receipt for in-handling charges”.
